The Audit Process
Speaker: George Gilpatrick and Mike Redington
Session Description: The FTA Drug and Alcohol Audit process is explained in detail by a senior FTA auditor. Learn what the inspections entail, who gets selected, and how to prepare for them. The session will provide an in-depth look into auditing from the perspective of FTA, and will help attendees to better prepare for audits, understand their rights before, during, and after, and avoid common mistakes made by transit systems in the past. The presentation will also give examples of common misconceptions concerning audit preparation.

How to Develop Your Drug and Alcohol Policy

Session Description: This session will provide participants with instruction and resources to help them to develop a drug and alcohol policy that meets the minimum FTA requirements outlined in 49 CFR Part 655. How to Review Your Collection Site for Compliance

Mock Collection and Evidential Breath Testing (EBT) Device Demonstration

Session Description: This session will provide the latest information on any current changes to DOT collection procedures for both urine (drug) and alcohol testing. Session Description: This panel will discuss the use of TPA services, what TPAs can do for your system, and the advantages and disadvantages to using TPA services. The panelists include a TPA, a Drug and Alcohol Program Manager (DAPM) who uses TPA services, and an FTA auditor.

Session Description: This session will cover the FTA Post-Accident Thresholds and when agencies should and should not conduct an FTA post-accident test. In addition, session participants will be presented with a variety of testing scenarios. Each scenario is based on real-life audit findings.

Session Description: This two-hour session will cover the requirements for Supervisor Reasonable Suspicion training per 49 CFR Part 655.14 (b)(2). Those requirements include training on the physical, behavioral, and performance indicators of probable drug use, and the physical, behavioral, performance, and speech indicators of probable alcohol misuse. Certificates of Completion will be provided upon session completion and will be mailed to participants.

A Regulatory Comparison: FTA vs. FMCSA

Session Description: Learn from key oversight personnel about the important commonalities - and differences - in the FMCSA and FTA testing regulations. Jim Keenan is the Program Manager for FMCSA's drug and alcohol testing program, and John Morrison is the senior auditor in the FTA's testing program. Topics include safety-sensitive personnel designations, testing category overlaps and separations, and best practices for dual-program management.

What Happens at the Lab

Session Description: Participants will learn Department of Health and Human Services (DHHS-) certified lab procedures to use once the lab receives a DOT specimen. This session will discuss validity testing, specific drug cutoffs, and fascinating positive drug test statistics regarding federally mandated employees vs. the general work force. The session will also cover hair and oral fluid testing and a matrix comparison between hair, oral fluid, and urine testing.
